Demand Response
Commercial System Relief Program (CSRP): Lowering System Costs and Increase Grid Reliability in New York
Get Paid to Reduce Peak Load and Support Grid Reliability Through New York’s CSRP
The Commercial System Relief Program (CSRP) is a utility-sponsored demand response program that encourages commercial and industrial (C&I) customers to reduce or shift their electricity usage during periods of high forecasted demand. Energy Toolbase simplifies participation in this program through ETB Developer and ETB Controller, enabling developers to model, enroll, and maximize revenue from CSRP.

Frequently
Asked Questions
Who can participate in CSRP?
Eligible participants are commercial and industrial customers in utilities that offer CSRP (e.g., NYSEG, RG&E, Orange & Rockland, Con Edison) with interval metering and the ability to curtail or shift load reliably during called events.
How are participants compensated?
Participants can choose between a reservation payment option, which are monthly payments for committed load reduction capability (kW) plus performance payments for actual reductions delivered. Participants can also choose a voluntary participation option where payments are solely based on actual energy reductions (kWh) delivered during events. Energy Toolbase models these revenue streams so you can see projected earnings before enrollment.
When are CSRP events called?
CSRP events are typically called during peak demand periods in the summer, with utilities providing advance notice (often 21+ hours) so participants can prepare for load reductions.
What types of load reductions count?
Load reductions can come from manual curtailment, process adjustments, load shifting, or automated dispatch of energy resources such as battery energy storage systems (BESS).
Do I need an aggregator to participate?
Most participants work with an approved aggregator who manages enrollment, event notifications, dispatch coordination, and settlement with the utility. Energy Toolbase works seamlessly with aggregators, like CPower, to streamline data sharing and event execution.
How does Energy Toolbase help with CSRP participation?
Energy Toolbase supports CSRP across the full participation lifecycle. ETB Developer models CSRP revenues alongside energy savings and other value streams and helps assess financial viability before committing to the program
ETB Controller facilitates automated, optimized dispatch during CSRP events, reduces performance risk, and ensures consistent response
ETB Monitor has complete control over the storage asset dispatching. Group your assets in virtual power plants for scalable asset management to ensure maximum return on investment.
